Because it's not that they didn't DO anything, they just didn't agree with what was being presented by the other side, just as the other side didn't agree with what they presented.<BR/><BR/>And instead of finding common ground and taking the best of both proposals, neither side wants to actually work together lest they look bad to those whose opinions they value most.<BR/><BR/>So, whose opinions do they value most?
